Statement
Appeal of citizens with a request for assistance in the realization of their rights, freedoms and legitimate interests
Suggestion
appeal of citizens containing recommendations on improvement of state and public activities.
Complaint
Appeal of citizens with the requirement to restore violated rights, freedoms and legitimate interests.
Requirements for citizens' appeals
Main components of appeals
The appeals shall contain the surname (name, patronymic), information on the place of residence of the citizen, the essence of the application, proposal or complaint.
Signature procedure in appeals
Written appeals shall be secured by the signature of the appellant. In case of impossibility to fix the appeal by personal signature, it shall be fixed by the signature of the author with the addition of his/her surname, name, patronymic.
Unsigned appeals
Written appeals in which the surname (name, patronymic), information about the place of residence of a citizen is not indicated or false information about him or her is indicated, as well as those which are not signed are considered anonymous and are not subject to consideration.

Citizens of Uzbekistan have the right to submit applications, proposals and complaints to State bodies
Safety and order of appeals
The exercise by citizens of their right to appeal must not violate the rights, freedoms and legitimate interests of other persons, society and the state
Right of non-residents to appeal to state authorities
Citizens of foreign States and stateless persons have the right to apply to the State bodies of Uzbekistan in accordance with this Act
Regulation of appeals in self-governing bodies
Relations in the field of citizens' appeals to citizens' self-governing bodies shall be regulated in accordance with the procedure established by this Law. Citizens' appeals shall not be subject to consideration in accordance with this Law, if legislative acts provide for a different procedure of their consideration
